El jefe de Estado apuntó que el exmandatario estadounidense «imponía su política» sobre los Estados de la región, creando los mecanismos que no servían «a la unidad de América Latina, ni al desarrollo ni al progreso de los latinoamericanos», sino a los intereses de Estados Unidos. «Y eso explica muchas cosas que pasaron: eso explica la OEA que tenemos, el BID [Banco Interamericano de Desarrollo] que tenemos, la división que tenemos, el nacimiento del Grupo de Lima, del Foro Prosur», dijo.
