El Senado de la República Dominicana estudia un proyecto de Ley sobre gestión de Cibersegurida, que tiene el objetivo de regular la prevención, gestión y respuestas a las amenazas e incidentes de ciberseguridad y otros aspectos relativos a la seguridad cibernética de las infraestructuras críticas en el país.
Esta pieza, aprobada ya en primera lectura, avanza en la lectura íntegra de 15 de sus 59 artículos para luego ser sometida al escrutinio de una segunda votación senatorial, que de ser aprobada, le asegura un pase directo a la Cámara de Diputados, donde deberá agotar un proceso similar.
El proyecto de ley elaborado por la senadora del Distrito Nacional, Faride Raful, contempla la creación de un Centro Nacional de Ciberseguridad en la ciudad de Santo Domingo, adscrito a la Presidencia de la República, con personalidad jurídica y autonomía funcional.
Este centro estaría operado por el Consejo Nacional de Ciberseguridad, presidido por el ministro de la Presidencia de turno e integrado por la mayoría de los organismos de seguridad del Estado.
Tendrá a su cargo diseñar la Estrategia Nacional de Ciberseguridad, su evaluación y actualización periódica; así como, aprobar las propuestas para las designaciones de las infraestructuras criticas nacionales.
La iniciativa de ley refiere que cualquier vulnerabilidad en las redes y sistemas de información representa un grave riesgo para que se materialicen amenazas o incidentes que podrían interrumpir, parcial o totalmente las actividades económicas del país, generando considerables pérdidas financieras y menoscabando la confianza de los usuarios.
