El presidente de Ecuador , Guillermo Lasso, decretó este viernes el estado de excepción en tres provincias de la costa del país para combatir la delincuencia organizada, lo que incluye el toque de queda nocturno en tres poblaciones y el despliegue de 9000 uniformados entre policías y militares.
El estado de excepción comenzará a regir desde la medianoche de este sábado en las provincias costeras de Guayas, Manabí y Esmeraldas, fronteriza con Colombia, mientras que en las parroquias de Esmeraldas, Eloy Alfaro (Guayas) y Jiménez Pascuales (Guayas) habrá un toque de queda de 23.00 a 5.00 hora local por 60 días.
En un mensaje televisado, Lasso anunció que su gobierno llevará “el combate a los delincuentes hasta el mismo territorio donde intentan ocultarse ellos y sus sucias mercancías” y afirmó que las “las calles sentirán el peso” de la fuerza pública”.
Esta decisión de Lasso se enmarca en la creciente violencia que se vive en la costa de Ecuador por parte de bandas criminales organizadas enfocadas principalmente en el narcotráfico y algunas con vínculos con carteles de la droga de México y Colombia, según apuntan las autoridades ecuatorianas.
Escenas violentas como la aparición de personas decapitadas o los asesinatos de sicarios se han vuelto cada vez más frecuentes en estas zonas, principalmente alrededor de Guayaquil, capital de Guayas, cuyo puerto es utilizado de trampolín para la cocaína producida en Colombia, Perú y, en menor medida, también en Ecuador.
Este fenómeno también tiene un sanguinario capítulo en la crisis carcelaria de Ecuador, donde casi 400 presos han muerto en los dos últimos años en distintos enfrentamientos entre este tipo de bandas rivales que se disputan el control interno de las prisiones.
Esta declaración de Lasso contra el crimen organizado llega después de que recientemente crease el Ministerio del Interior, que antes estaba inmerso dentro del Ministerio de Gobierno, y luego de cambiar al ministro de Defensa para poner al general en situación de retiro Luis Lara, exjefe del Comando Conjunto de las Fuerzas Armadas.
