El mandatario dominicano, Luis Abinader, exhortó al director general de Migración, Venancio Alcántara Valdez, impedir el ingreso al territorio nacional de los ciudadanos haitianos Juvenet Davance, alías “Pastor Coco”, y Francis Cineus.
Abinader justificó su accionar en lo dispuesto en el artículo 128 de la Constitución de la República, que le faculta a prohibir, cuando resulte conveniente al interés público, la entrada de extranjeros al territorio nacional.
Así mismo, no especificó los motivos por los cuales se impide la entrada estos dos extranjeros.
El artículo 15 de la Ley 285-04, General de Migración, y su Reglamento de Aplicación, permiten impedir el ingreso al territorio nacional de aquellos extranjeros que tengan antecedentes penales o que, a juicio de las autoridades competentes, constituyan algún tipo de amenaza contra la seguridad nacional y los intereses de la República.
Esta medida se suma a otras de igual tipo dispuestas por el presidente Abinader en septiembre de 2022 y el pasado mes de abril, en las que prohibió el ingreso al país de personas vinculadas a bandas en Haití y a nacionales del vecino país sancionados por Canadá y Estados Unidos.
