Las provincias más afectadas por la escasez de especialistas en áreas de gran demanda, son Dajabón y Monte Cristi, en el Norte del país; Monte Plata en el Gran Santo Domingo; Hato Mayor y El Seibo, en Este: San José de Ocoa, Elías Piña, Pedernales, Independencia y Bahoruco, en el Sur.
