El Centro de Operaciones de Emergencias eleva a 32 las provincias en alerta Verde, Roja y Amarilla por posibles crecidas de ríos, arroyos y cañadas, así como inundaciones repentinas , debido a que las proyecciones siguen indicando que ELSA estará moviéndose próximo a las costas Sur de la República Dominicana durante el sábado.
Se recomienda a todas las embarcaciones en la Costa Caribeña permanecer en Puerto, al igual que en la costa Atlántica desde Cabo Engaño La Altagracia hasta Cabo Cabrón (Samaná) debido a viento y olas anormales, el resto de la costa atlántica navegar cerca del perímetro costero.
