Con 87 votos a favor, 40 en contra y 0 abstenciones, durante la discusión, las bancadas de los opositores Acción Nacional (PAN) y Movimiento Ciudadano expresaron su rechazo al proyecto, mientras que el Partido Revolucionario Institucional (PRI) y el Partido de la Revolución Democrática (PRD) mostraron división en sus filas respecto a la votación.
