Un agente policial fuera de servicio, ultimó a un dominicano tras este matar a tiros a un compatriota suyo que se encontraba trabajando en una peluquería en Baltimore, Estados Unidos.
El hecho sucedió cuando Carlos Ortega, entró a la peluquería donde Rafael Jeffers, alias Vladi, se encontraba trabajando y lo mató de un disparo, al ver esto, el agente policial que se encontraba recortándose en ese momento, sacó su arma de reglamento y le disparó a Ortega provocándole también la muerte.
Los dominicanos ultimados eran del municipio de Haina provincia San Cristóbal.
Rafael Jeffers, era reconocido como un hombre trabajador de la República Dominicana que había estado viviendo en Baltimore durante bastante tiempo.
Mientras que Rafael, alias Vladi, había llegado a Estados Unidos desde República Dominicana y trabajaba allí como barbero en su propia barbería.
Según informan, antes de dispararle a Rafael, Carlos ya les había disparado a dos hombres, entre ellos un hombre de 44 años que falleció y otro hombre que afortunadamente sobrevivió.
