Rusia propuso firmar un acuerdo con Sudán sobre la creación de un centro logístico para la Armada rusa, Se trata de un centro de apoyo logístico con plantilla de hasta 300 personas y la posibilidad de albergar naves con planta de propulsión nuclear.
El acuerdo asume que Sudán proporcionará tierra sin cargo para la base rusa. En el punto de la Armada, Rusia no podrá colocar más de cuatro buques [sin precisar si se trata de barcos de superficie o submarinos], incluso con planta de energía nuclear.
